Kimberly Foy joined Gatzke Dillon & Ballance LLP in 2017, becoming a partner in 2022. Kim’s practice focuses on assisting clients to navigate all aspects of state and local environmental, housing, and land use laws. Kim’s clients appreciate her broad knowledge of the legal landscape and ability to identify opportunities to overcome development hurdles.

Kim routinely oversees the preparation and review of environmental impact reports and other documents related to compliance with California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). In this arena, Kim works with environmental consultants to address difficult issues, including those related to noise, air quality, water supply, greenhouse gas emissions, transportation, historic resources, and biological resources.

Drawing on her experience prior to joining the firm, Kim represents clients on matters arising under CEQA, NEPA, Planning and Zoning Law, Brown Act, Subdivision Map Act, Endangered Species Act, Public Records Act, state housing law, and municipal law.  Kim was a partner in her prior environmental law practice and represented clients concerning a variety of large- and small- scale land use projects throughout Southern California. Her work experience includes managing long-term policy planning and administrative advocacy for clients, as well as extensive experience drafting successful legal briefs and representing clients in legal challenges.
